Update archive with e2fsprogs packages.
This patch adds a source tarball for the 'e2fsprogs' tool program,
used to resize ext4 partitions when needed.
This also adds entries for 32-bit binary Cygwin packages for Windows
(since they e2fsprogs sources don't build with our cross-toolchain).
+ Remove obsolete SDL 1.x source package.
This corresponds to the state of PACKAGES.TXT at the following
commit under external/qemu/:
