Dist api-versions-complete.xml to module-lib-data and system-server-data
Previously, `module-lib-data` and `system-server-data` only contained
an `api-versions.xml` file that did not include up-to-date information
about APIs provided by updatable modules or information about SDK
extensions. This change copies the output from the new
`api_versions_module_lib_complete` and
`api_versions_system_server_complete` modules. They will be needed in
Google3 when build privileged Apps.
